17          Between lines 710 and 711, insert:
18          Section 5. For the 2003-2004 fiscal year, the sum of $10
19    million is appropriated from nonrecurring general revenue to
20    state universities for infrastructure improvements to the
21    National High Magnetic Field Laboratory. From this
22    appropriation, $7.5 million shall be allocated to Florida State
23    University and $2.5 million shall be allocated to the University
24    of Florida to address infrastructure requirements identified in
25    consultation with the National High Magnetic Field Laboratory
26    Executive Committee.

30          An act relating to research institutions and campuses;
31    creating s. 288.955, F.S.; providing definitions; creating
32    the Scripps Florida Funding Corporation to facilitate the
33    establishment and operation of a biomedical research
34    institution for the purposes of enhancing education and
35    research and promoting economic development and diversity;
36    providing for a board of directors; prohibiting conflicts
37    of interest; providing penalties; providing powers and
38    duties of the corporation; providing for investment of
39    funds; requiring an operating plan; requiring the
40    corporation and a grantee entity to enter into a contract;
41    providing contract requirements; providing for performance
42    expectations and performance measures; providing
43    requirements and criteria; providing for disbursement and
44    reinvestment of funds; requiring reports, audits, and
45    evaluations; limiting the use of funds; providing that the
46    appropriation of funds does not constitute a debt of the
47    state or a subdivision of the state, nor does it subject
48    the state or a subdivision to liability; providing for
49    extension of certain deadlines in certain situations in
50    which the grantee cannot meet contract conditions, with
51    limitations; providing for resumption of such deadlines;
52    amending s. 20.435, F.S.; providing for additional funds
53    to be deposited into the Biomedical Research Trust Fund;
54    deleting a provision for future termination date of the
55    fund; amending s. 403.973, F.S.; specifying that projects
56    that are part of the biomedical research institution and
57    campus are eligible for the expedited permitting process;
58    providing for challenges to state agency action in
59    expedited permitting related to the institution and
60    campus; providing legislative intent with respect to
61    creating economic opportunity and improving public health
62    through the establishment of a biomedical research
63    institution; providing appropriations; providing an
64    effective date.
