15          Between line(s) 710 and 711, insert:
16          Section 5. For the 2003-2004 fiscal year, the sum of $20
17    million is appropriated from nonrecurring general revenue to the
18    Agency for Health Care Administration to provide comprehensive
19    health insurance coverage to Title XXI children eligible under
20    the Florida Kidcare Program. Notwithstanding any language
21    contained in the 2003-2004 General Appropriations Act,
22    including, but not limited to, Specific Appropriations 144
23    through 147, such funds shall be used during fiscal year 2003-
24    2004:
25          (1) To provide Kidcare benefits and coverage for Title XXI
26    eligible children on the waiting list as of the effective date
27    of this act.
28          (2) For Title XXI eligible children not on the waiting
29    list as of the effective date of this act but for whom
30    application is subsequently made for Kidcare benefits.
31          (3) To prevent disenrollment of children currently
32    enrolled in Title XXI programs.

34          In order to maximize federal funds, the agency is granted in
35    compliance with chapter 216, Florida Statutes, additional budget
36    authority to expand existing programs using increased federal
37    funding through Title XXI of the Social Security Act.

50    funds; requiring an operating plan; requiring the
51    corporation and a grantee entity to enter into a contract;
52    providing contract requirements; providing for performance
53    expectations and performance measures; providing
54    requirements and criteria; providing for disbursement and
55    reinvestment of funds; requiring reports, audits, and
56    evaluations; limiting the use of funds; providing that the
57    appropriation of funds does not constitute a debt of the
58    state or a subdivision of the state nor does it subject
59    the state or a subdivision to liability; providing for
60    extension of certain deadlines in certain situations in
61    which the grantee cannot meet contract conditions with
62    limitations; providing for resumption of such deadlines;
63    amending s. 20.435, F.S.; providing for additional funds
64    to be deposited into the Biomedical Research Trust Fund;
65    deleting a provision for future termination date of the
66    fund; amending s. 403.973, F.S.; specifying that projects
67    that are part of the biomedical research institution and
68    campus are eligible for the expedited permitting process;
69    providing for challenges to state agency action in
70    expedited permitting related to the institution and
71    campus; providing legislative intent with respect to
72    creating economic opportunity and improving public health
73    through the establishment of a biomedical research
74    institution; providing appropriations; providing an
75    effective date.
