14          Amendment to Amendment (565379) (with title amendment)
15          Between line(s) 760 and 761, insert:
16          Section 5. For the 2003-2004 fiscal year, the sum of $20
17    million is appropriated from nonrecurring general revenue to the
18    Agency for Health Care Administration to provide comprehensive
19    health insurance coverage to Title XXI children eligible under
20    the Florida Kidcare Program. Notwithstanding any language
21    contained in the 2003-2004 General Appropriations Act,
22    including, but not limited to, Specific Appropriations 144
23    through 147, such funds shall be used during fiscal year 2003-
24    2004:
25          (1) To provide Kidcare benefits and coverage for Title XXI
26    eligible children on the waiting list as of the effective date
27    of this act.
28          (2) For Title XXI eligible children not on the waiting
29    list as of the effective date of this act but for whom
30    application is subsequently made for Kidcare benefits.
31          (3) To prevent disenrollment of children currently
32    enrolled in Title XXI programs.

34          In order to maximize federal funds, the agency is granted in
35    compliance with chapter 216, Florida Statutes, additional budget
36    authority to expand existing programs using increased federal
37    funding through Title XXI of the Social Security Act.

41          An act relating to economic development; creating s. 288.955,
42    F.S.; providing definitions; creating the Scripps Florida
43    Funding Corporation to facilitate the establishment and
44    operation of a biomedical research institution for the purposes
45    of enhancing education and research and promoting economic
46    development and diversity; providing for a board of directors;
47    prohibiting conflicts of interest; providing penalties;
48    providing powers and duties of the corporation; providing for
49    investment of funds; requiring an operating plan; requiring the
50    corporation and a grantee entity to enter into a contract;
51    providing contract requirements; providing for performance
52    expectations and disbursement conditions; providing requirements
53    and criteria; providing for disbursement and reinvestment of
54    funds; requiring reports, audits, and evaluations; limiting the
55    use of funds; providing that the appropriation of funds does not
56    constitute a debt of the state or a subdivision of the state nor
57    does it subject the state or a subdivision to liability;
58    providing for extension of certain deadlines in certain
59    situations in which the grantee cannot meet contract conditions
60    with limitations; providing for resumption of such deadlines;
61    amending s. 20.435, F.S.; providing for additional funds to be
62    deposited into the Biomedical Research Trust Fund; deleting a
63    provision for future termination date of the fund; amending s.
64    403.973, F.S.; specifying that projects that are part of the
65    biomedical research institution and campus are eligible for the
66    expedited permitting process; providing for challenges to state
67    agency action in expedited permitting related to the institution
68    and campus; providing legislative intent with respect to
69    creating economic opportunity and improving public health
70    through the establishment of a biomedical research institution;
71    providing appropriations; providing an effective date.
