14          Amendment to Amendment (565379) (with title amendment)
15          Between lines 760 and 761, insert:
16          Section 5. For the 2003-2004 fiscal year, the sum of $10
17    million is appropriated from nonrecurring general revenue to
18    state universities for infrastructure improvements to the
19    National High Magnetic Field Laboratory. From this
20    appropriation, $7.5 million shall be allocated to Florida State
21    University and $2.5 million shall be allocated to the University
22    of Florida to address infrastructure requirements identified in
23    consultation with the National High Magnetic Field Laboratory
24    Executive Committee.

29    creating s. 288.955, F.S.; providing definitions; creating
30    the Scripps Florida Funding Corporation to facilitate the

33    research and promoting economic development and diversity;
34    providing for a board of directors; prohibiting conflicts
35    of interest; providing penalties; providing powers and
36    duties of the corporation; providing for investment of
37    funds; requiring an operating plan; requiring the
38    corporation and a grantee entity to enter into a contract;
39    providing contract requirements; providing for performance
40    expectations and performance measures; providing
41    requirements and criteria; providing for disbursement and
42    reinvestment of funds; requiring reports, audits, and
43    evaluations; limiting the use of funds; providing that the
44    appropriation of funds does not constitute a debt of the
45    state or a subdivision of the state, nor does it subject
46    the state or a subdivision to liability; providing for
47    extension of certain deadlines in certain situations in
48    which the grantee cannot meet contract conditions, with
49    limitations; providing for resumption of such deadlines;
50    amending s. 20.435, F.S.; providing for additional funds
51    to be deposited into the Biomedical Research Trust Fund;
52    deleting a provision for future termination date of the
53    fund; amending s. 403.973, F.S.; specifying that projects
54    that are part of the biomedical research institution and
55    campus are eligible for the expedited permitting process;
56    providing for challenges to state agency action in
57    expedited permitting related to the institution and
58    campus; providing legislative intent with respect to
59    creating economic opportunity and improving public health
60    through the establishment of a biomedical research
61    institution; providing appropriations; providing an
62    effective date.
