15	Between lines 222 and 223, insert:

17	(i) Shall establish a collaborative research consortium
18	with the state's historically Black colleges and universities
19	to, among other things, fund joint research initiatives in areas
20	such as hypertension, sickle-cell anemia, and diabetes; provide
21	student learning and research opportunities; establish joint
22	degree programs; establish a faculty exchange program; enhance
23	science education and technology programs; and enhance other
24	initiatives to be collaboratively agreed upon.
