A bill to be entitled |

An act relating to unclaimed lottery prize money; |

requiring that specified unclaimed prize money be |
|

|
transferred to the Educational Enhancement Trust Fund; |
|

|
providing an appropriation from the trust fund to |
|
6
|
community colleges as matching funds for certain private |
|
7
|
donations; providing an appropriation from the trust fund |
|
8
|
to state universities as matching funds for certain |
|
9
|
private donations; providing for the allocation of such |
|
10
|
funds; providing an effective date. |

Be It Enacted by the Legislature of the State of Florida: |
|

|
|
|

|
Section 1. Notwithstanding the provisions of section |
|
15
|
24.115(2), Florida Statutes, the prize money associated with the |
|
16
|
Lotto drawing of March 12, 2003, which had not been claimed by |
|
17
|
September 8, 2003, shall be transferred to the Educational |
|
18
|
Enhancement Trust Fund. |
|

|
Section 2. The sum of $6,179,148 is appropriated from the |
|
20
|
Educational Enhancement Trust Fund for the 2003-2004 fiscal year |
|
21
|
to community colleges as matching funds for private donations |
|
22
|
received under the matching gifts program established in section |
|
23
|
1011.85, Florida Statutes. These funds shall be allocated among |
|
24
|
the community colleges based on each community college's pro |
|
25
|
rata share of the total unmatched private donations received as |
|
26
|
of October 14, 2003. |

Section 3. The sum of $23,968,799 is appropriated from the |
|
28
|
Educational Enhancement Trust Fund for the 2003-2004 fiscal year |
|
29
|
to state universities as matching funds for private donations |
|
30
|
received under the major gifts program established in section |
|
31
|
1011.94, Florida Statutes. These funds shall be allocated among |
|
32
|
the universities based on each university's pro rata share of |
|
33
|
the total unmatched private donations received as of September |
|
34
|
30, 2003. |

|
Section 4. This act shall take effect upon becoming a law. |
