11  Senator Campbell moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 25, between lines 8 and 9,
15  
16  insert:  
17         Section 12.  For the 2003-2004 fiscal year, the sum of
18  $25 million is appropriated from nonrecurring general revenue
19  to the Office of Tourism, Trade, and Economic Development to
20  provide for the establishment of the Small Business Florida
21  Initiative within the office. Under the Small Business Florida
22  Initiative, the Office of Tourism, Trade, and Economic
23  Development is authorized to provide start-up and expansion
24  grants to small businesses or minority business enterprises,
25  as defined in section 288.703, Florida Statutes. The director
26  shall include proposed performance conditions that qualified
27  small business and minority business enterprises must meet to
28  obtain grants under the Small Business Florida Initiative.
29         (1)  To be eligible for consideration to receive a
30  grant under the Small Business Florida Initiative, a business
31  must submit a written request to the Office of Tourism, Trade,

SENATE AMENDMENT Bill No. CS for CS for SB 6-E Amendment No. ___ Barcode 380256 1 and Economic Development after the qualifying business has 2 made the decision to start up or expand in this state. The 3 request shall include, but is not limited to, the following 4 information: 5 (a) The applicant's federal employer identification 6 number, unemployment account number, and state sales tax 7 registration number. If these numbers are not available at the 8 time of application, they must be submitted to the office in 9 writing prior to the disbursement of any payments under this 10 section. 11 (b) The location in this state at which the small 12 business or minority business enterprise project is located or 13 is to be located. 14 (c) A description of the type of business activity, 15 product, or research and development the project, including 16 four-digit NAICS codes for all activities included in the 17 project. 18 (d) The business's projected investment in the 19 project. 20 (e) The total investment, from all sources, in the 21 project. 22 (f) The number of net new full-time-equivalent Florida 23 jobs the small business or minority business enterprise 24 anticipates each year included in the project and the average 25 wage of those jobs. 26 (g) The anticipated commencement date of the project. 27 (h) A detailed explanation of why the Small Business 28 Florida Initiative is needed to induce the business to expand 29 or start up in the state. 30 (2) To qualify for review by the office, the eligible 31 Small Business Florida Initiative business must, at a minimum, 2 9:38 PM 10/22/03 s0006Ec2c-32b01
SENATE AMENDMENT Bill No. CS for CS for SB 6-E Amendment No. ___ Barcode 380256 1 establish the following to the satisfaction of the office: 2 (a) The jobs proposed to be provided under the 3 application must pay an estimated annual average wage equaling 4 the average private sector wage in the area where the business 5 is to be located or the statewide private sector average wage. 6 The wage requirement may only be waived for a project located 7 in a brownfield area designated under section 376.80, Florida 8 Statutes, in a rural city or county, or in an enterprise zone 9 and only when the merits of the individual project or the 10 specific circumstances in the community in relationship to the 11 project warrant such action. 12 (b) A small business or a minority business enterprise 13 must document to the office that it provides health insurance, 14 as defined in section 624.603, Florida Statutes, for its 15 employees to be eligible to receive a Small Business Florida 16 Initiative grant. 17 (3) The office may negotiate the proposed amount of a 18 Small Business Florida Initiative business grant for any 19 single qualified Small Business Florida Initiative business. 20 In negotiating such award, the office shall consider the 21 amount of the incentive needed in conjunction with other 22 relevant applicant impact and cost information and analysis. 23 No more than $250,000 may be awarded for any one qualified 24 Small Business Florida Initiative business. To be considered 25 for any Small Business Florida Initiative grant over $100,000, 26 a qualified Small Business Florida Initiative business 27 application must include the creation of a minimum of 100 jobs 28 and provide health insurance to its employees. 29 (4) The director shall recommend approval or 30 disapproval of a project for receipt of a grant under the 31 Small Business Florida Initiative to the Governor.
