11  Senator Klein moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 21, between lines 27 and 28,
15  
16  insert:  
17         Section 4.  Notwithstanding any other provision of law,
18  the county in which the projects that are part of or ancillary
19  to the state-of-the-art biomedical research institution and
20  campus to be established in this state by the grantee under
21  section 288.955, Florida Statutes, are to be located shall
22  have the exclusive right, which right may be assigned in whole
23  or in part by the governing body of the county in its sole
24  discretion, to provide water and wastewater services to such
25  projects to the extent deemed necessary by the governing body
26  of the county. The county may plan, acquire, construct,
27  reconstruct, enlarge or extend, operate, and maintain water
28  and wastewater systems and facilities within or without the
29  boundaries of such projects for the provision of water and
30  wastewater services.
