14         On page 25, between lines 8 and 9,

16  insert:  
17         Section 12.  For the 2003-2004 fiscal year, the sum of
18  $100 million is appropriated from nonrecurring general revenue
19  for public schools to be allocated to school districts based
20  on full-time-equivalent student enrollment and used to fund
21  equal bonuses to all full time teachers and associated
22  matching costs.
