1 A bill to be entitled
2 An act relating to trust funds; re-creating the
3 Federal Emergency Management Programs Support
4 Trust Fund within the Department of Community
5 Affairs without modification; carrying forward
6 current balances and continuing current sources
7 and uses thereof; providing an effective date.

9 WHEREAS, the Legislature wishes to extend the life of
10 the Federal Emergency Management Programs Support Trust Fund
11 within the Department of Community Affairs, which is otherwise
12 scheduled to be terminated pursuant to constitutional mandate,
13 and
14 WHEREAS, the Legislature has reviewed the trust fund
15 before its scheduled termination date and has found that it
16 continues to meet an important public purpose, and
17 WHEREAS, the Legislature has found that existing public
18 policy concerning the trust fund sets adequate parameters for
19 its use, NOW, THEREFORE,

21 Be It Enacted by the Legislature of the State of Florida:
22
23 Section 1. (1) The Federal Emergency Management
24 Programs Support Trust Fund within the Department of Community
25 Affairs, FLAIR number 52-2-525, which is to be terminated
26 pursuant to Section 19(f), Article III of the State
27 Constitution on November 4, 2004, is re-created.
28 (2) All current balances of the trust fund are carried
29 forward, and all current sources and uses of the trust fund
30 are continued.

1 Section 2. This act shall take effect November 4,
2 2004.
