11  Senator Bennett moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 13, between lines 14 and 15,
15  
16  insert:  
17         Section 10.  Section 430.701, Florida Statutes, is
18  amended to read:
19         430.701  Legislative findings and intent.--
20         (1)  The Legislature finds that state expenditures for
21  long-term care services continue to increase at a rapid rate
22  and that Florida faces increasing pressure in its efforts to
23  meet the long-term care needs of the public.  It is the intent
24  of the Legislature that the Department of Elderly Affairs, in
25  consultation with the Agency for Health Care Administration,
26  implement long-term care community diversion pilot projects to
27  test the effectiveness of managed care and outcome-based
28  reimbursement principles when applied to long-term care.
29         (2)  Until such time as the agency receives a federal
30  waiver placing a cap on the number of providers in each
31  geographic area, the Legislature intends that the department
