13         Senate Amendment 
14         On page 108, between lines 18 and 19,
15  
16  insert:  
17         Section 32.  The Agency for Health Care Administration
18  shall report to the President of the Senate and the Speaker of
19  the House of Representatives, by January 1, 2005, on the
20  feasibility of creating a database of valid prescriber
21  information for the purpose of notifying pharmacies of
22  prescribers qualified to write prescriptions for Medicaid
23  beneficiaries, or in the alternative, of prescribers not
24  qualified to write prescriptions for Medicaid beneficiaries.
25  The report shall include information on the system changes
26  necessary to implement this paragraph, as well as the cost of
27  implementing the changes. The Agency for Health Care
28  Administration shall develop a plan for implementing a prior
29  authorization requirement at the pharmacy level for drugs
30  determined by the agency, the Medicaid Fraud Control Unit, or
31  the Department of Health to be susceptible to fraud or abuse
