14         On page 79, line 24, delete that line

16  and insert:  subsequent to July 11, 2003.  Notwithstanding any
17  other provision in this section, the agency conducting the
18  audit shall not use the accounting practice of extrapolation
19  in calculating penalties for Medicaid audits.
