13 | Be It Enacted by the Legislature of the State of Florida: |

15 | Section 1. Paragraphs (ss) and (tt) are added to |
16 | subsection (4) of section 320.08056, Florida Statutes, to read: |
17 | 320.08056 Specialty license plates.-- |
18 | (4) The following license plate annual use fees shall be |
19 | collected for the appropriate specialty license plates: |
20 | (ss) Parents Make A Difference license plate, $25. |
21 | (tt) Florida National Guard license plate, $25. |
22 | Section 2. Subsections (45) and (46) are added to section |
23 | 320.08058, Florida Statutes, to read: |
24 | 320.08058 Specialty license plates.-- |
25 | (45) PARENTS MAKE A DIFFERENCE LICENSE PLATES.-- |
26 | (a) The department shall develop a Parents Make A |
27 | Difference license plate as provided in this section. The words |
28 | "Parents Make A Difference" must appear at the top of the plate, |
29 | and the word "Florida" must appear at the bottom of the plate. |
30 | (b) The annual use fees shall be distributed to The |
31 | Gathering/USA, Inc., to fund personal counseling for parents, |
32 | marriage seminars, Dads and Moms That Make A Difference |
33 | seminars, father-and-son retreats, mother-and-daughter retreats, |
34 | and personal parenting behavioral assessments. The |
35 | Gathering/USA, Inc., shall distribute the Parents Make A |
36 | Difference license plate annual use fees in the following |
37 | manner: |
38 | 1. The Gathering/USA, Inc., shall retain all revenues from |
39 | the sale of such plates until all startup costs for developing |
40 | and establishing the plate have been recovered. |
41 | 2. Up to 5 percent of the funds received by The |
42 | Gathering/USA, Inc., shall be expended for administrative costs |
43 | directly associated with the operations of The Gathering/USA, |
44 | Inc., and up to 20 percent of the funds received shall be |
45 | expended for promotion and marketing of the license plate. |
46 | 3. All remaining funds shall be expended by The |
47 | Gathering/USA, Inc., for programs. |
48 | (46) FLORIDA NATIONAL GUARD LICENSE PLATES.-- |
49 | (a) Notwithstanding the provisions of s. 320.08053, the |
50 | department shall develop a Florida National Guard license plate |
51 | as provided in this section. The word "Florida" must appear at |
52 | the top of the plate, and the words "National Guard" must appear |
53 | at the bottom of the plate. The Florida National Guard seal, two |
54 | and three-quarters inches in diameter, must appear in the center |
55 | of the plate in proper colors. |
56 | (b) The department shall retain initial annual use fee |
57 | proceeds sufficient to cover its costs related to the |
58 | development and issuance of the Florida National Guard license |
59 | plate, not to exceed $60,000. The For Giving Foundation, Inc., |
60 | may retain revenues from the sale of the license plate until its |
61 | documented startup costs for developing and establishing the |
62 | plate have been recovered. Thereafter, the proceeds of the |
63 | annual use fees shall be distributed to the For Giving |
64 | Foundation, Inc., to fund the Florida National Guard Foundation |
65 | and Florida faith-based organizations that meet the |
66 | qualifications of s. 501(c)(3) of the Internal Revenue Code. The |
67 | For Giving Foundation, Inc., shall distribute the Florida |
68 | National Guard license plate annual use fees in the following |
69 | manner: |
70 | 1. Up to 5 percent of the funds received by the For Giving |
71 | Foundation, Inc., shall be expended for administrative costs |
72 | directly associated with the operations of the foundation. Up to |
73 | 20 percent of the funds received shall be expended for promotion |
74 | and marketing of the license plate. |
75 | 2. Fifty percent of the funds received by the For Giving |
76 | Foundation, Inc., shall be distributed to the Florida National |
77 | Guard Foundation. |
78 | 3. Twenty-five percent of the funds received by the For |
79 | Giving Foundation, Inc., shall be expended to Florida faith- |
80 | based s. 501(c)(3) organizations. |
81 | Section 3. This act shall take effect July 1, 2004. |
