11  Senator Haridopolos moved the following amendment:

13         Senate Amendment (with title amendment) 
14         Between lines 242 and 242,

16  insert:  
17         Section 4.  Subsection (12) is added to section
18  110.123, Florida Statutes, to read:
19         110.123  State group insurance program.--
20         (12)  Notwithstanding any rule or law to the contrary,
21  if the Department of Management Services determines that it is
22  in the best interests of the state, the department is
23  authorized to negotiate and contract for the 2005 plan year
24  only with any licensed HMO provider not currently under
25  contract with the department to provide benefits to employees
26  in the State Group Insurance Program. Such contract may be
27  executed only for those geographic areas not currently served
28  by a State Group Insurance Program HMO provider as of April
29  30, 2004, or for geographical areas served by one or fewer
30  current HMO providers under a contract extension that will
31  terminate December 31, 2005.
