9 | Be It Enacted by the Legislature of the State of Florida: |
10 |

11 | Section 1. (1) A committee shall be established in each |
12 | school district with a K-12 student enrollment in excess of |
13 | 250,000 students to review the current governing structure of |
14 | the school district. The emphasis of the committee's review |
15 | shall be an evaluation of the school district's performance in |
16 | delivery of services and the ability of the community to |
17 | interact with the school district. Additionally, the committee |
18 | shall evaluate, but not be limited to, the following: the number |
19 | of district school board members; single-member representation; |
20 | district school board member term limits; campaign finance |
21 | relating to election of district school board members; the |
22 | position of district school superintendent; the school |
23 | district's administrative organizational structure; the creation |
24 | of a construction and facilities board comprised of citizens in |
25 | the community to monitor land purchase and construction of |
26 | educational facilities; and the division of the school district |
27 | into smaller school districts. |
28 | (2) The committee shall have the following membership: |
29 | (a) Two members appointed by the Governor. |
30 | (b) One member of the State Board of Education. |
31 | (c) One member appointed by the President of the Senate. |
32 | (d) One member appointed by the Speaker of the House of |
33 | Representatives. |
34 | (e) One district school board member of the school |
35 | district being evaluated. |
36 | (f) The district school superintendent of the school |
37 | district being evaluated. |
38 | (g) An attorney from the Office of the Attorney General. |
39 | (h) The mayors of the two municipalities in the school |
40 | district with the largest population. |
41 | (3) The committee shall have a staff consisting of a full- |
42 | time executive secretary, a contracted attorney, and a |
43 | contracted specialized consultant to assist in the school |
44 | district review. |
45 | (4) Based on its review, the committee shall report to the |
46 | district school board recommended changes to the governing |
47 | structure of the school district no later than July 1, 2005. |
48 | Section 2. This act shall take effect July 1, 2004. |
