A bill to be entitled
2An act relating to school district governance; requiring
3the creation of a committee in specified school districts
4to review the current governing structure of the school
5district; specifying the areas to be evaluated; providing
6committee membership and staff; providing for committee
7recommendations; providing an effective date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  (1)  A committee shall be established in each
12school district with a K-12 student enrollment in excess of
13250,000 students to review the current governing structure of
14the school district. The emphasis of the committee's review
15shall be an evaluation of the school district's performance in
16delivery of services and the ability of the community to
17interact with the school district. Additionally, the committee
18shall evaluate, but not be limited to, the following: the number
19of district school board members; single-member representation;
20district school board member term limits; campaign finance
21relating to election of district school board members; the
22position of district school superintendent; the school
23district's administrative organizational structure; the creation
24of a construction and facilities board comprised of citizens in
25the community to monitor land purchase and construction of
26educational facilities; and the division of the school district
27into smaller school districts.
28     (2)  The committee shall have the following membership:
29     (a)  Two members appointed by the Governor.
30     (b)  One member of the State Board of Education.
31     (c)  One member appointed by the President of the Senate.
32     (d)  One member appointed by the Speaker of the House of
33Representatives.
34     (e)  One district school board member of the school
35district being evaluated.
36     (f)  The district school superintendent of the school
37district being evaluated.
38     (g)  An attorney from the Office of the Attorney General.
39     (h)  The mayors of the two municipalities in the school
40district with the largest population.
41     (3)  The committee shall have a staff consisting of a full-
42time executive secretary, a contracted attorney, and a
43contracted specialized consultant to assist in the school
44district review.
45     (4)  Based on its review, the committee shall report to the
46district school board recommended changes to the governing
47structure of the school district no later than July 1, 2005.
48     Section 2.  This act shall take effect July 1, 2004.
