14 | Be It Enacted by the Legislature of the State of Florida: |
15 |
|
16 | Section 1. (1) A committee shall be established in each |
17 | school district that is in a county as defined in s. 125.011(1), |
18 | Florida Statutes, and that has a K-12 student enrollment in |
19 | excess of 350,000 students. Because of the large student |
20 | enrollment in the school district, the committee shall review |
21 | the current governing structure of the school district. The |
22 | emphasis of the committee's review shall be an evaluation of the |
23 | school district's performance in delivery of services and the |
24 | ability of the community to interact with the school district. |
25 | Additionally, the committee shall evaluate, but not be limited |
26 | to, the following: the number of district school board members; |
27 | single-member representation; district school board member term |
28 | limits; campaign finance relating to election of district school |
29 | board members; the position of district school superintendent; |
30 | the school district's administrative organizational structure; |
31 | and the creation of a construction and facilities board |
32 | comprised of citizens in the community to monitor land purchase |
33 | and construction of educational facilities. |
34 | (2) The committee shall have the following membership: |
35 | (a) Two members appointed by the Governor. |
36 | (b) One member of the State Board of Education. |
37 | (c) One member appointed by the President of the Senate. |
38 | (d) One member appointed by the Speaker of the House of |
39 | Representatives. |
40 | (e) One district school board member of the school |
41 | district being evaluated. |
42 | (f) The district school superintendent of the school |
43 | district being evaluated. |
44 | (g) The school district attorney, who shall be a nonvoting |
45 | member. |
46 | (h) The mayors of the two municipalities in the school |
47 | district with the largest population. |
48 | (i) One member of the education committee of the local |
49 | Chamber of Commerce. |
50 | (j) One member of the teachers' collective bargaining |
51 | unit. |
52 | (k) The president of the Parent Teacher Association. |
53 | (l) The dean of the college of education of the local |
54 | state university or his or her designee. |
55 | (m) The president of the local community college or his or |
56 | her designee. |
57 | (n) One member of the county commission. |
58 | (o) The county mayor. |
59 | (3) The committee shall have a staff consisting of an |
60 | executive secretary, who shall be hired and paid by the district |
61 | school board, and a contracted specialized consultant to assist |
62 | in the school district review. |
63 | (4) The committee shall report to the district school |
64 | board, the State Board of Education, the President of the |
65 | Senate, and the Speaker of the House of Representatives by July |
66 | 1, 2005, its findings and recommendations regarding changes to |
67 | the governing structure of the school district. |
68 | (5) On January 1, 2006, this section shall stand repealed |
69 | and the committee established pursuant to this section shall |
70 | cease to exist. |
71 | Section 2. This act shall take effect July 1, 2004. |
