19  The water supply development component of a regional water
20  supply plan which deals with or affects public utilities and
21  public water supply for those areas served by a regional water
22  supply authority and its member governments within the
23  boundaries of the Southwest Florida Water Management District
24  shall be developed jointly by the authority and the district.
