  1                      A bill to be entitled

  2         An act relating to service charges; amending

  3         ss. 319.32 and 320.04, F.S.; increasing certain

  4         service charges for certificates of title and

  5         license plates, certain stickers, or

  6         registration certificates; providing an

  7         effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Paragraph (a) of subsection (2) of section

12  319.32, Florida Statutes, is amended to read:

13         319.32  Fees; service charges; disposition.--

14         (2)(a)  There shall be a service charge of $7 $4.25 for

15  each application which is handled in connection with the

16  issuance, duplication, or transfer of any certificate of

17  title. There shall be a service charge of $1.25 for each

18  application which is handled in connection with the

19  recordation or notation of a lien on a motor vehicle or mobile

20  home which is not in connection with the purchase of such

21  vehicle.

22         Section 2.  Paragraph (a) of subsection (1) of section

23  320.04, Florida Statutes, is amended to read:

24         320.04  Registration service charge.--

25         (1)(a)  There shall be a service charge of $3 $2.50 for

26  each application which is handled in connection with original

27  issuance, duplicate issuance, or transfer of any license

28  plate, mobile home sticker, or validation sticker or with

29  transfer or duplicate issuance of any registration

30  certificate. There may also be a service charge of up to $1

31  for the issuance of each license plate validation sticker,

 1  vessel decal, and mobile home sticker issued from an automated

 2  vending facility or printer dispenser machine which shall be

 3  payable to and retained by the department to provide for

 4  automated vending facilities or printer dispenser machines

 5  used to dispense such stickers and decals by each tax

 6  collector's or license tag agent's employee.

 7         Section 3.  This act shall take effect July 1, 2004.

12  This CS deletes a provision that provided for adjustment of
    title and registration transaction service charges every three
13  years by rule of the Department of Highway Safety and Motor
    Vehicles based on the Consumer Price Index published by the
14  United States Department of Labor.
