14 On page 2, between lines 28-29,

16 insert:
17 Section 2. Improper use of social security numbers by
18 a state agency.--No state agency or entity acting on behalf of
19 or in the place of a state agency shall:
20 (1) Require any person to transmit his or her social
21 security number over the Internet unless the connection is
22 secure and the social security number is encrypted.
23 (2) Require any person to use his or her social
24 security number to access an Internet website unless a
25 password or unique personal identification number or other
26 authentication device is also required to access the Internet
27 website.

6 A bill to be entitled
7 An act relating to the use of social security
8 numbers; creating s. 1004.09, F.S.; prohibiting
9 certain uses of student social security numbers
10 by state universities, community colleges, and
11 public postsecondary technical centers;
12 requiring each state university, community
13 college, and public postsecondary technical
14 center to review policies and procedures and
15 submit a plan; requiring each state university,
16 community college, and public postsecondary
17 technical center to annually document
18 compliance in a report; providing for
19 injunctive relief; prohibiting certain uses of
20 social security numbers by state agencies;
21 providing an effective date.
