13         Senate Amendment (with title amendment) 
14         On page 30, between lines 5 and 6,
15  
16  insert:  
17         Section 10.  Section 430.701, Florida Statutes, is
18  amended to read:
19         430.701  Legislative findings and intent.--
20         (1)  The Legislature finds that state expenditures for
21  long-term care services continue to increase at a rapid rate
22  and that Florida faces increasing pressure in its efforts to
23  meet the long-term care needs of the public.  It is the intent
24  of the Legislature that the Department of Elderly Affairs, in
25  consultation with the Agency for Health Care Administration,
26  implement long-term care community diversion pilot projects to
27  test the effectiveness of managed care and outcome-based
28  reimbursement principles when applied to long-term care.
29         (2)  The agency may seek federal approval in advance of
30  approval of its formal waiver application to limit the
31  diversion provider network by freezing enrollment of providers
