2An act relating to traffic control; amending s. 316.1945,
3F.S.; prohibiting stopping a vehicle in a school safety
4zone during school hours, except in a designated loading
5or unloading area; permitting parking in school safety
6zones; providing a definition of school hours; providing a
7definition of school safety zone; providing an effective
8date.

10Be It Enacted by the Legislature of the State of Florida:

12     Section 1.  Paragraph (d) is added to subsection (1) of
13section 316.1945, Florida Statutes, to read:
14     316.1945  Stopping, standing, or parking prohibited in
15specified places.--
16     (1)  Except when necessary to avoid conflict with other
17traffic, or in compliance with law or the directions of a police
18officer or official traffic control device, no person shall:
19     (d)  Stop a vehicle to load or unload any passenger in a
20school safety zone during school hours, except in a designated
21loading or unloading area. Parking is not prohibited by this
22paragraph. For purposes of this paragraph, the term "school
23hours" means all times during which the school is open and is
24staffed by instructional personnel, administrative personnel, or
25educational support employees, and the term "school safety zone"
26means in, on, or within 500 feet of any real property owned by
27or leased to any public or private elementary school and used
28for elementary school education.
29     Section 2.  This act shall take effect July 1, 2004.
