13 | Be It Enacted by the Legislature of the State of Florida: |

15 | Section 1. Paragraph (d) is added to subsection (1) of |
16 | section 316.1945, Florida Statutes, to read: |
17 | 316.1945 Stopping, standing, or parking prohibited in |
18 | specified places.-- |
19 | (1) Except when necessary to avoid conflict with other |
20 | traffic, or in compliance with law or the directions of a police |
21 | officer or official traffic control device, no person shall: |
22 | (d) Stop a vehicle to load or unload any passenger in a |
23 | school safety zone during school hours, except in a designated |
24 | loading or unloading area. Parking is not prohibited by this |
25 | paragraph. For purposes of this paragraph, the term "school |
26 | hours" means all times during which the school is open and is |
27 | staffed by instructional personnel, administrative personnel, or |
28 | educational support employees, and the term "school safety zone" |
29 | means in, on, or within 500 feet of any real property owned by |
30 | or leased to any school district or public or private elementary |
31 | school and used for elementary school education. |
32 | Section 2. This act shall take effect July 1, 2004. |
