A bill to be entitled
2An act relating to specialty license plates; amending ss.
3320.08056 and 320.08058, F.S.; creating the Kids Deserve
4Justice license plate; providing for an annual use fee;
5providing for the distribution of such fees received from
6the sale of the plates; providing an effective date.

8     WHEREAS, many of Florida's children require special
9protection and assistance in order to become self-sufficient
10adults and contributing members of society, and
11     WHEREAS, low-income children often lack access to legal
12services advocacy and other support services they need to
13achieve their full potential, and
14     WHEREAS, there are inadequate resources available to
15support legal services advocacy, NOW, THEREFORE,
16
17Be It Enacted by the Legislature of the State of Florida:

19     Section 1.  Paragraph (ss) is added to subsection (4) of
20section 320.08056, Florida Statutes, to read:
21     320.08056  Specialty license plates.--
22     (4)  The following license plate annual use fees shall be
23collected for the appropriate specialty license plates:
24     (ss)  Kids Deserve Justice license plate, $25.
25     Section 2.  Subsection (45) is added to section 320.08058,
26Florida Statutes, to read:
27     320.08058  Specialty license plates.--
28     (45)  KIDS DESERVE JUSTICE LICENSE PLATES.--
29     (a)  The department shall develop a Kids Deserve Justice
30license plate as provided in this section. Kids Deserve Justice
31license plates must bear the colors and design approved by the
32department. The word "Florida" must appear at the top of the
33plate, and the words "Kids Deserve Justice" must appear at the
34bottom of the plate.
35     (b)  The department shall remit the proceeds of the annual
36use fees to the Florida Bar Foundation, Inc. The Florida Bar
37Foundation, Inc., shall retain all revenues from the sale of
38such plates so that all startup costs for developing and
39establishing the plate may be recovered by The Florida Bar and
40the Florida Bar Foundation, Inc. All remaining funds thereafter
41shall be expended by the Florida Bar Foundation, Inc., which
42shall provide for a grant solicitation and award process to
43distribute funds from the fees to children's legal services
44programs, which shall include, without limitation, legal
45services advocacy for disabled children to secure needed federal
46benefits for their well-being, for learning-disabled children to
47secure testing and services required by law, or for legal
48representation of abused and neglected children to promptly
49achieve permanent placement. The Florida Bar Foundation, Inc.,
50shall award grants for children's legal services on statewide
51and local levels.
52     Section 3.  This act shall take effect July 1, 2004.
