12 | WHEREAS, many of Florida's children require special |
13 | protection and assistance in order to become self-sufficient |
14 | adults and contributing members of society, and |
15 | WHEREAS, low-income children often lack access to legal |
16 | services advocacy and other support services they need to |
17 | achieve their full potential, and |
18 | WHEREAS, there are inadequate resources available to |
19 | support legal services advocacy, NOW, THEREFORE, |
20 |

21 | Be It Enacted by the Legislature of the State of Florida: |
22 |
|
23 | Section 1. Paragraph (ss) is added to subsection (4) of |
24 | section 320.08056, Florida Statutes, to read: |
25 | 320.08056 Specialty license plates.-- |
26 | (4) The following license plate annual use fees shall be |
27 | collected for the appropriate specialty license plates: |
28 | (ss) Kids Deserve Justice license plate, $25. |
29 | Section 2. Subsection (45) is added to section 320.08058, |
30 | Florida Statutes, to read: |
31 | 320.08058 Specialty license plates.-- |
32 | (45) KIDS DESERVE JUSTICE LICENSE PLATES.-- |
33 | (a) The department shall develop a Kids Deserve Justice |
34 | license plate as provided in this section. Kids Deserve Justice |
35 | license plates must bear the colors and design approved by the |
36 | department. The word "Florida" must appear at the top of the |
37 | plate, and the words "Kids Deserve Justice" must appear at the |
38 | bottom of the plate. |
39 | (b) The requirements of s. 320.08053 must be met prior to |
40 | the issuance of the plate. Thereafter, the department shall |
41 | remit the proceeds of the annual use fees to the Florida Bar |
42 | Foundation, Inc. The Florida Bar Foundation, Inc., shall retain |
43 | all revenues from the sale of such plates so that all startup |
44 | costs for developing and establishing the plate may be recovered |
45 | by The Florida Bar and the Florida Bar Foundation, Inc. All |
46 | remaining funds thereafter shall be expended by the Florida Bar |
47 | Foundation, Inc., which shall provide for a grant solicitation |
48 | and award process to distribute funds from the fees to |
49 | children's legal services programs, which shall include, without |
50 | limitation, legal services advocacy for disabled children to |
51 | secure needed federal benefits for their well-being, for |
52 | learning-disabled children to secure testing and services |
53 | required by law, or for legal representation of abused and |
54 | neglected children to promptly achieve permanent placement. The |
55 | Florida Bar Foundation, Inc., shall award grants for children's |
56 | legal services on statewide and local levels. |
57 | Section 3. This act shall take effect July 1, 2004. |
