A bill to be entitled
6An act relating to specialty license plates; amending ss.
7320.08056 and 320.08058, F.S.; creating the Kids Deserve
8Justice license plate; providing for an annual use fee;
9providing for the distribution of such fees received from
10the sale of the plates; providing an effective date.

12     WHEREAS, many of Florida's children require special
13protection and assistance in order to become self-sufficient
14adults and contributing members of society, and
15     WHEREAS, low-income children often lack access to legal
16services advocacy and other support services they need to
17achieve their full potential, and
18     WHEREAS, there are inadequate resources available to
19support legal services advocacy, NOW, THEREFORE,
20
21Be It Enacted by the Legislature of the State of Florida:
22
23     Section 1.  Paragraph (ss) is added to subsection (4) of
24section 320.08056, Florida Statutes, to read:
25     320.08056  Specialty license plates.--
26     (4)  The following license plate annual use fees shall be
27collected for the appropriate specialty license plates:
28     (ss)  Kids Deserve Justice license plate, $25.
29     Section 2.  Subsection (45) is added to section 320.08058,
30Florida Statutes, to read:
31     320.08058  Specialty license plates.--
32     (45)  KIDS DESERVE JUSTICE LICENSE PLATES.--
33     (a)  The department shall develop a Kids Deserve Justice
34license plate as provided in this section. Kids Deserve Justice
35license plates must bear the colors and design approved by the
36department. The word "Florida" must appear at the top of the
37plate, and the words "Kids Deserve Justice" must appear at the
38bottom of the plate.
39     (b)  The department shall remit the proceeds of the annual
40use fees to the Florida Bar Foundation, Inc. The Florida Bar
41Foundation, Inc., shall retain all revenues from the sale of
42such plates so that all startup costs for developing and
43establishing the plate may be recovered by The Florida Bar and
44the Florida Bar Foundation, Inc. All remaining funds thereafter
45shall be expended by the Florida Bar Foundation, Inc., which
46shall provide for a grant solicitation and award process to
47distribute funds from the fees to children's legal services
48programs, which shall include, without limitation, legal
49services advocacy for disabled children to secure needed federal
50benefits for their well-being, for learning-disabled children to
51secure testing and services required by law, or for legal
52representation of abused and neglected children to promptly
53achieve permanent placement. The Florida Bar Foundation, Inc.,
54shall award grants for children's legal services on statewide
55and local levels.
56     Section 3.  This act shall take effect July 1, 2004.
