A bill to be entitled
2An act relating to Escambia County; repealing chapter
324500 (1947), Laws of Florida, as amended; abolishing the
4Santa Rosa Island Authority and transferring all powers,
5duties, assets, and liabilities of the authority to the
6Santa Rosa Island Authority, a Charter Agency, created by
7the Charter for Escambia County; providing for employees
8of the authority to become employees of the Charter
9Agency; providing for referendum approval; providing a
10contingent effective date.

12Be It Enacted by the Legislature of the State of Florida:

14     Section 1.  Chapter 24500 (1947), Laws of Florida, as
15amended by chapters 25810 (1949), 26422 (1949), 61-2797, 63-
161322, 70-680, 75-366, 76-361, 76-362, 76-368, 76-371, 79-457,
1783-407, 84-426, and 85-409, Laws of Florida, is repealed.
18     Section 2.  On the effective date of this act, all powers,
19duties, assets, and liabilities of the Santa Rosa Island
20Authority are transferred to the Santa Rosa Island Authority, a
21Charter Agency, created by the Charter for Escambia County
22approved by a majority of the voters of Escambia County in a
23referendum election on March 9, 2004. On the effective date of
24this act, employees of the Santa Rosa Island Authority shall
25become employees of the Charter Agency.
26     Section 3.  This act shall take effect November 15, 2004,
27if the Charter for Escambia County is approved by a majority of
28the voters of Escambia County in a referendum election on March
299, 2004.
