14         On page 2, line 10, after the period,

16  insert:  However, a person may not be convicted of any
17  specified offense if the underlying circumstances of the
18  offense are primarily due to a lack of shelter, or a mental or
19  physical disability or impairment for which services could be
20  therapeutic but are not reasonably available or accessible.
