8An act relating to installations honoring military
9veterans and their families; creating the "Ellwood
10Robinson 'Bob' Pipping, Jr., Memorial Act"; providing a
11popular name; providing purpose; authorizing the
12Department of Transportation to enter into contract with a
13group or organization for the installation and maintenance
14of plaques, markers, monuments, memorials, or various
15retired military equipment at rest stops; providing for a
16committee to approve proposals for the contracts;
17providing for membership and terms of members of the
18committee; requiring approval by said committee for such
19contracts; providing conditions for approval; providing
20that the group or organization shall be responsible for
21costs; requiring that the group or organization provide a
22bond to secure certain costs; providing an effective date.

24Be It Enacted by the Legislature of the State of Florida:
25
26     Section 1.  This act shall be known by the popular name the
27"Ellwood Robinson 'Bob' Pipping, Jr., Memorial Act."
28     Section 2.  The purpose of this act is to create an
29environment in which the people of Florida and its visitors will
30be reminded of the accomplishments made by our military veterans
31in past conflicts and the continuing sacrifices made by those
32veterans and their families to protect the freedoms we enjoy
33today.
34     Section 3.  The Department of Transportation is authorized
35to enter into contract with any group or organization for the
36installation and maintenance of monuments and memorials honoring
37our military veterans at highway rest areas around the state
38pursuant to the provisions of this section.
39     (1)  Proposals for contracts under this act must be
40approved by a committee composed of the secretary of the
41Department of Transportation or the secretary's designee, the
42executive director of the Department of Veterans' Affairs or the
43executive director's designee, and three members of the Florida
44Commission on Veterans' Affairs appointed by the chair of the
45commission. Appointed members of the committee shall be
46appointed for terms of not longer than 2 years and may be
47reappointed to the committee. All appointed members' terms shall
48expire on January 31 of each even-numbered year.
49     (2)  Installations may consist of monuments, memorials,
50plaques, markers, or various retired military equipment and must
51honor the accomplishments of military veterans and the
52sacrifices made by them and their families.
53     (3)  The group or organization making the proposal shall be
54responsible for all costs of the monument and its installation.
55     (4)  The group or organization making the proposal shall be
56responsible for the cost of maintenance of the monument. The
57cost of maintenance shall be secured by sufficient funds
58provided annually by the group or organization making the
59proposal deposited into a maintenance account held by the
60Department of Transportation. In addition, the group or
61organization making the proposal shall provide a 10-year bond
62securing the cost of removal of the monument, and any
63modifications made to the site as part of the placement of the
64monument, for use should the group or organization making the
65proposal fail to provide sufficient funds for maintenance for a
66period of 2 consecutive years. Prior to expiration, the bond
67shall be renewed for another 10-year period if the memorial is
68to remain in place.
69     Section 4.  This act shall take effect upon becoming a law.
