17 and insert: sub-subparagraphs b. and d. c. shall apply.
18 b. For those districts to which this sub-subparagraph
19 applies If, in the 6th year after the initial appointment of
20 members, or 10 years after such initial appointment for
21 districts exceeding 5,000 acres in area, there are not at
22 least 250 qualified electors in the district, or for a
23 district exceeding 5,000 acres, there are not at least 500
24 qualified electors, members of the board shall continue to be
25 elected by landowners.
26 b. After the 6th or 10th year, once a district reaches
27 250 or 500 qualified electors, respectively, then the
28 positions position of two board members whose terms are
29 expiring shall be filled by qualified electors of the
30 district, elected by the qualified electors of the district
31 for 4-year terms. One of these board members shall serve a

1 2-year term, and the other a 4-year term. The remaining board
2 member whose term is expiring shall be elected for a 4-year
3 term by the landowners and is not required to be a qualified
4 elector. Thereafter, as terms expire, board members shall be
5 qualified electors elected by qualified electors of the
6 district for a term of 4 years.
7 c. Once a district qualifies to have any of its board
8 members elected by the qualified electors of the district, the
9 initial and all subsequent elections by the qualified electors
10 of the district shall be held at the general election in
11 November. The board shall adopt a resolution if necessary to
12 implement this requirement when the board determines the
13 number of qualified electors as required by sub-subparagraph
14 d., to extend or reduce the terms of current board members.
15 d.c. On or before June 1 July 15 of each year, the
16 board shall determine the number of qualified electors in the
17 district as of the immediately preceding April 15 June 1. The
