2 An act relating to requiring the Department of
3 Education to award grants to public school
4 districts to implement school-based AIDS
5 educational activities; providing for the grant
6 awards to be made from funds appropriated by
7 the Legislature; specifying requirements for
8 grant proposals by school districts; requiring
9 that the department consider specified factors
10 in awarding grants; requiring school districts
11 that receive a grant to file an annual report
12 with the department; providing an effective
13 date.

15 Be It Enacted by the Legislature of the State of Florida:
16
17 Section 1. School-based AIDS education incentive
18 grants.--
19 (1) Beginning with the 2004-2005 school year, from
20 funds appropriated by the Legislature for this purpose, the
21 Department of Education shall award grants on a competitive
22 basis to public school districts wishing to implement AIDS
23 education activities pursuant to this section. The grants
24 shall be awarded annually by October 1 of each year.
25 (2) A school district may apply for a school-based
26 AIDS education incentive grant by submitting a grant proposal
27 to the department by August 1 of each year on forms prescribed
28 by the department. In order to be considered for funding, the
29 grant proposal must include at least the following information
30 and assurances:

1 (a) A detailed description of the program to be
2 implemented, including a statement of program objectives,
3 activities, target population, number of students to be
4 served, and identification of all education, community agency,
5 private sector, or other personnel and resources involved in
6 program development and implementation.
7 (b) Assurance that parent and guardians will be
8 involved in the development and implementation of the program.
9 (c) A detailed program budget.
10 (d) Measures for evaluating the effectiveness of the
11 program, including outcomes.
12 (3) The department shall consider the following
13 factors in awarding grants under this section:
14 (a) The HIV/AIDS, STD, and teenage pregnancy rates
15 within the geographic area to be served by the program. Those
16 geographic areas with high HIV/AIDS, STD, or teenage pregnancy
17 rates shall have priority for selection.
18 (b) The qualifications and training of personnel who
19 will be responsible for program administration and classroom
20 implementation.
21 (c) The extent to which the program will be
22 coordinated with the existing school comprehensive health
23 education program.
24 (d) The potential outcome effectiveness of the
25 program.
26 (e) The degree to which the program's objectives and
27 activities are consistent with the goals of this section.
28 (4) The department shall make available to each school
29 district applying for a school-based AIDS education incentive
30 grant information on all of the criteria used by the
31 department in selecting the proposals for funding.

1 (5) Each school district that is awarded a grant
2 pursuant to this section must submit an annual report to the
3 department documenting the extent to which the program
4 objectives are being met.
5 Section 2. This act shall take effect July 1, 2004.
