1 A bill to be entitled
2          An act relating to charter technical career centers;
3    amending s. 1002.34, F.S.; providing guidelines relating
4    to funding for dual enrollment instruction of public
5    school students provided at the Volusia/Flagler Advanced
6    Technology Center; providing an effective date.

8          Be It Enacted by the Legislature of the State of Florida:
9         
10          Section 1. Subsection (11) of section 1002.34, Florida
11    Statutes, is amended to read:
12          1002.34 Charter technical career centers.
13          (11) FUNDING.--
14          (a) Notwithstanding any other provision of law, funds for
15    dual enrollment instruction of public school students provided
16    at the Volusia/Flagler Advanced Technology Center must be
17    provided in an amount equal to that which would be provided for
18    the hours of instruction which would be necessary to earn the
19    FTE and the funding for an equivalent course if it were taught
20    in the school district.
21          (b)(a)Each district school board and community college
22    that sponsors a charter technical career center shall pay
23    directly to the center an amount stated in the charter. State
24    funding shall be generated for the center for its student
25    enrollment and program outcomes as provided in law. A center is
26    eligible for funding from the Florida Workforce Development
27    Education Fund, the Florida Education Finance Program, and the
28    Community College Program Fund, depending upon the programs
29    conducted by the center.
30          (c)(b)A center may receive other state and federal aid,
31    grants, and revenue through the district school board or
32    community college board of trustees.
33          (d)(c)A center may receive gifts and grants from private
34    sources.
35          (e)(d)A center may not levy taxes or issue bonds, but it
36    may charge a student tuition fee consistent with authority
37    granted in its charter and permitted by law.
38          (f)(e)A center shall provide for an annual financial
39    audit in accordance with s. 218.39.
40          (g)(f)A center must provide instruction for at least the
41    number of days required by law for other public schools or
42    community colleges, as appropriate, and may provide instruction
43    for additional days.
44          Section 2. This act shall take effect July 1, 2004.
