19 (1) There is hereby created a board or commission to
20 be known as the "Greater Orlando Aviation Authority," and by
21 that name the authority may sue and be sued, plead and be
22 impleaded, contract and be contracted with, and have an
23 official seal. The authority is hereby constituted an agency
24 of the city, and exercise by the authority of the powers
25 conferred by this act shall be deemed and held to be an
26 essential municipal function of the city. The authority shall
27 consist of nine seven members who shall be elected or
28 appointed as follows: one member shall be the mayor of the
29 City of an incumbent member of the Orlando City Council, who
30 may be the mayor-commissioner or any other commissioner
31 elected by a majority vote of such council; one member shall

1 be the chair an incumbent member of the Board of County
2 Commissioners of Orange County, Florida, who may be the
3 chairman or any other commissioner elected by a majority vote
4 of such commission; and seven five members shall be appointed
5 by the Governor, subject to confirmation by the Senate. Three
6 members appointed by the Governor shall be residents and
7 electors of Orange County, Florida; one member appointed by
8 the Governor shall be a resident and elector of Osceola
9 County, Florida, effective April 1992; one member shall be a
10 member of the Central Florida Black Caucus-Local Elected
11 Officials; one member shall be a member of Latino Leadership;
12 and, one member appointed by the Governor shall be a resident
13 and elector of Orange County, Florida, or Seminole County,
14 Florida. All nine seven members shall be entitled to an equal
15 voice and vote on all matters relating to the authority and
16 its business. Two of the seven five appointed members
17 initially appointed by the Governor shall be appointed for a
18 term of 2 years and five three members shall be appointed for
19 a term of four years, the term of each member so appointed to
20 be designated by the Governor at the time of the appointment.
21 All subsequent appointments shall be for a term of 4 years.
22 The member of the city council and the member of the county
23 commission shall be elected for a term of two years each;
24 provided, however, that any such commissioner's term shall end
25 at such time as he may cease to be a city or county
26 commissioner, at which time a successor or successors shall be
27 elected for any unexpired term. The terms of all members
28 shall end at the expiration of their terms or as otherwise
29 herein specified.
