1 A bill to be entitled
2 An act relating to nursing home facilities;
3 providing that nursing home facilities that
4 participate in the Medicaid program may
5 contract with the Department of Management
6 Services to purchase coverage in the state
7 group health insurance plan for the facility's
8 eligible employees and their dependents;
9 providing requirements for such participation;
10 providing for administrative fees; requiring
11 the department to maintain specified records;
12 providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. Nursing home facilities; employee health
17 insurance through state group health plan.--
18 (1) Beginning July 1, 2004, a nursing home facility as
19 defined in section 400.021, Florida Statutes, which
20 participates in the Medicaid program may contract with the
21 Department of Management Services to purchase coverage in the
22 state group health insurance for the facility's eligible
23 employees and their dependents. Each nursing home facility
24 that participates in the state group health insurance plan
25 shall collect the employee contribution, in the form of a
26 payroll deduction or other remuneration, from each qualified
27 employee as required by the department by rule. The employer
28 shall also make the required contributions that will be
29 applied toward the cost of the monthly premiums and shall pay
30 to the department an annual administrative fee of not less
31 than $5 per enrollee per month, as determined by the

1 department. The employee's proportionate contribution to the
2 monthly premium may not be more than that charged to state
3 employees who are enrolled in the state group health insurance
4 plan.
5 (2) The Department of Management Services shall
6 maintain a separate accounting for all records of nursing home
7 facilities that elect coverage under this section, including
8 all statistical information necessary for making actuarial
9 assumptions for the group.
10 Section 2. This act shall take effect July 1, 2004.

14 Provides that nursing home facilities that participate in
