8legislative findings and intent; requiring the Florida
9Building Commission to review construction practices and
10building inspections in this state and to make
11recommendations for the improvement of those practices and
12inspections; providing procedures for the review;
13requiring the commission to report to the Governor and
14legislative leaders; providing an effective date.

16Be It Enacted by the Legislature of the State of Florida:
17
18     Section 1.  Florida Building Commission review of
19construction practices and inspections.--
20     (1)  LEGISLATIVE FINDINGS AND INTENT.--The Legislature
21finds that due to the rapidly increasing rate of construction
22which has occurred in the first few years of the 21st century,
23the possibility exists for an increase in the prevalence of
24construction flaws and for a decrease in the quality of building
25and home inspections. The intent of the Legislature is that the
26review initiated under this act will produce findings that will
27increase the quality of construction and optimize the
28effectiveness of home inspections, while promoting the safety,
29accountability, and affordability of construction in this state.
30     (2)  REVIEW PROCEDURES.--Beginning July 1, 2004, the
31Florida Building Commission shall conduct a review of current
32construction practices in this state for the purpose of
33formulating recommendations concerning how to improve the
34quality of construction in the state and how to maximize the
35effectiveness of the building inspections and home inspections
36associated with such construction. The commission shall conduct
37or contract for research that supports this purpose and shall
38conduct hearings and any other activities that the commission
39considers essential in fulfilling this purpose.
40     (3)  REPORT.--By January 15, 2005, the Florida Building
41Commission shall write a report of its findings under this
42section and shall submit copies of the report to the Governor,
43the President of the Senate, and the Speaker of the House of
44Representatives. The report must include any recommendations for
45proposed legislation that the commission considers appropriate
46and necessary.
47     Section 2.  This act shall take effect July 1, 2004.
