16 | Be It Enacted by the Legislature of the State of Florida: |

18 | Section 1. Florida Building Commission review of |
19 | construction practices and inspections.-- |
20 | (1) LEGISLATIVE FINDINGS AND INTENT.--The Legislature |
21 | finds that due to the rapidly increasing rate of construction |
22 | which has occurred in the first few years of the 21st century, |
23 | the possibility exists for an increase in the prevalence of |
24 | construction flaws and for a decrease in the quality of building |
25 | and home inspections. The intent of the Legislature is that the |
26 | review initiated under this act will produce findings that will |
27 | increase the quality of construction and optimize the |
28 | effectiveness of home inspections, while promoting the safety, |
29 | accountability, and affordability of construction in this state. |
30 | (2) REVIEW PROCEDURES.--Beginning July 1, 2004, the |
31 | Florida Building Commission shall conduct a review of current |
32 | construction practices in this state for the purpose of |
33 | formulating recommendations concerning how to improve the |
34 | quality of construction in the state and how to maximize the |
35 | effectiveness of the building inspections and home inspections |
36 | associated with such construction. The commission shall conduct |
37 | or contract for research that supports this purpose and shall |
38 | conduct hearings and any other activities that the commission |
39 | considers essential in fulfilling this purpose. |
40 | (3) REPORT.--By January 15, 2005, the Florida Building |
41 | Commission shall write a report of its findings under this |
42 | section and shall submit copies of the report to the Governor, |
43 | the President of the Senate, and the Speaker of the House of |
44 | Representatives. The report must include any recommendations for |
45 | proposed legislation that the commission considers appropriate |
46 | and necessary. |
47 | Section 2. This act shall take effect July 1, 2004. |
