15 | Be It Enacted by the Legislature of the State of Florida: |

17 | Section 1. Florida Building Commission review of |
18 | construction practices and inspections.-- |
19 | (1) LEGISLATIVE FINDINGS AND INTENT.--The Legislature |
20 | finds that a rapidly increasing rate of construction has |
21 | occurred in the first few years of the 21st century. The intent |
22 | of the Legislature is that the review initiated under this act |
23 | will produce findings that will increase the quality of |
24 | construction and optimize the effectiveness of home inspections, |
25 | while promoting the safety, accountability, and affordability of |
26 | construction in this state. |
27 | (2) REVIEW PROCEDURES.--Beginning July 1, 2004, the |
28 | Florida Building Commission shall conduct a review of current |
29 | construction practices in this state for the purpose of |
30 | formulating recommendations concerning how to improve the |
31 | quality of construction in the state and how to maximize the |
32 | effectiveness of the building inspections and home inspections |
33 | associated with such construction. The commission shall conduct |
34 | or contract for research that supports this purpose and shall |
35 | conduct hearings and any other activities that the commission |
36 | considers essential in fulfilling this purpose. |
37 | (3) REPORT.--By January 15, 2005, the Florida Building |
38 | Commission shall write a report of its findings under this |
39 | section and shall submit copies of the report to the Governor, |
40 | the President of the Senate, and the Speaker of the House of |
41 | Representatives. The report must include any recommendations for |
42 | proposed legislation that the commission considers appropriate |
43 | and necessary. |
44 | Section 2. This act shall take effect July 1, 2004. |
