8Building Commission to review construction practices and
9building inspections in this state and to make
10recommendations for the improvement of those practices and
11inspections; providing procedures for the review;
12requiring the commission to report to the Governor and
13legislative leaders; providing an effective date.

15Be It Enacted by the Legislature of the State of Florida:
16
17     Section 1.  Florida Building Commission review of
18construction practices and inspections.--
19     (1)  LEGISLATIVE FINDINGS AND INTENT.--The Legislature
20finds that a rapidly increasing rate of construction has
21occurred in the first few years of the 21st century. The intent
22of the Legislature is that the review initiated under this act
23will produce findings that will increase the quality of
24construction and optimize the effectiveness of home inspections,
25while promoting the safety, accountability, and affordability of
26construction in this state.
27     (2)  REVIEW PROCEDURES.--Beginning July 1, 2004, the
28Florida Building Commission shall conduct a review of current
29construction practices in this state for the purpose of
30formulating recommendations concerning how to improve the
31quality of construction in the state and how to maximize the
32effectiveness of the building inspections and home inspections
33associated with such construction. The commission shall conduct
34or contract for research that supports this purpose and shall
35conduct hearings and any other activities that the commission
36considers essential in fulfilling this purpose.
37     (3)  REPORT.--By January 15, 2005, the Florida Building
38Commission shall write a report of its findings under this
39section and shall submit copies of the report to the Governor,
40the President of the Senate, and the Speaker of the House of
41Representatives. The report must include any recommendations for
42proposed legislation that the commission considers appropriate
43and necessary.
44     Section 2.  This act shall take effect July 1, 2004.
