1	A bill to be entitled
2	An act relating to state service contracts; requiring
3	vendors to agree to use only state residents in certain
4	contracts; authorizing the Department of Management
5	Services to waive such requirement under certain
6	circumstances; providing waiver criteria; providing an
7	effective date.

9	Be It Enacted by the Legislature of the State of Florida:

11	Section 1.  Under any state contract for service greater
12	than $50,000, proposed contract vendors shall be required to
13	agree, as a provision in the contract, to use only residents of
14	this state as the providers of the service. This requirement
15	also applies to any employees or other business entities
16	subcontracted for services by the vendor under such contract.
17	The requirement may be waived if the Department of Management
18	Services determines that a compelling state interest exists to
19	waive the requirement and such a determination is approved by
20	the Administration Commission.
21	Section 2.  This act shall take effect upon becoming a law.
