1 A bill to be entitled
2 An act relating to educational facilities;
3 creating s. 1013.352, F.S.; authorizing a
4 school district to exempt itself from
5 Department of Education educational facilities
6 construction and funding standards and adopt
7 alternative standards; requiring approval by
8 referendum; requiring an educational facilities
9 task force to propose alternative standards;
10 providing for public notice; providing an
11 effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Section 1013.352, Florida Statutes, is
16 created to read:
17 1013.352 School district exemption from educational
18 facilities construction and funding
19 standards.--Notwithstanding any other provision of law, a
20 school district may exempt itself from Department of Education
21 educational facilities construction and funding standards and
22 adopt alternative standards upon approval by a majority of the
23 electors of the school district voting in a referendum. The
24 proposed alternative construction and funding standards for
25 the school district shall be based on a 20-year projection
26 plan recommended by an educational facilities task force that
27 is convened by the school district and consists of local
28 elected municipal officials and the county commissioners. The
29 proposed alternative construction and funding standards shall
30 be published in one newspaper of general circulation in the
31 school district at least 30 days prior to the referendum.

1 Exemption from educational facilities construction and funding

3 facilities environmental or safety standards.
4 Section 2. This act shall take effect July 1, 2004.
