11  Senator Villalobos moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 340, line 2, after the period,
15  
16  insert:  If the clinic performs only the technical component
17  of magnetic resonance imaging, static radiographs, computed
18  tomography, or position emission tomography, and provides the
19  professional interpretation of such services, in a fixed
20  facility that is accredited by the Joint Commission on
21  Accreditation of Healthcare Organizations or the Accreditation
22  Association for Ambulatory Health Care, and the American
23  College of Radiology; and if, in the preceding quarter, the
24  percentage of scans performed by that clinic which was billed
25  to a personal injury protection insurance carrier was less
26  than 15 percent, the chief financial officer of the clinic
27  may, in a written acknowledgement provided to the agency,
28  assume the responsibility for the conduct of the systematic
29  reviews of clinic billings to ensure that the billings are not
30  fraudulent or unlawful. With respect to clinics that share
31  majority ownership, the determination of the percentage of
