4     Remove lines 35-77 and insert:

6     (6)  In carrying out the investigative duties and
7responsibilities specified in this section, each inspector
8general shall initiate, conduct, supervise, and coordinate
9investigations designed to detect, deter, prevent, and eradicate
10fraud, waste, mismanagement, misconduct, and other abuses in
11state government. For these purposes, the Chief Inspector
12General and each state agency shall have the following
13functions, powers, and duties:
14     (a)  To receive complaints and coordinate all activities of
15the agency as required by the Whistle-blower's Act pursuant to
16ss. 112.3187-112.31895.
17     (b)  To receive and consider the complaints which do not
18meet the criteria for an investigation under the Whistle-
19blower's Act and conduct, supervise, or coordinate such
20inquiries, investigations, or reviews as the inspector general
21deems appropriate.
22     (c)  To report expeditiously to the Department of Law
23Enforcement or other law enforcement agencies, as appropriate,
24whenever the inspector general has reasonable grounds to believe
25there has been a violation of criminal law.
26     (d)  To conduct investigations and other inquiries free of
27actual or perceived impairment to the independence of the
28inspector general or the inspector general's office. This shall
29include freedom from any interference with investigations and
30timely access to records and other sources of information.
31     (e)  To access any records, data, and other information of
32a state agency he or she deems necessary to carry out his or her
33duties pursuant to this section and to request such information
34or assistance as may be necessary from a state agency or from
35any federal, state, or local governmental entity.
36     (f)  The Chief Inspector General may compel by subpoena the
37production of all information, documents, reports, answers,
38records, accounts, papers, and other data necessary in the
39performance of the functions assigned by this section, which
40subpoena, in the case of contumacy or refusal to obey, shall be
41enforceable by order of any appropriate state court of competent
42jurisdiction. Provided, that procedures other than subpoenas
43shall be used by the Chief Inspector General to obtain documents
44and information from state agencies, employees of state
45agencies, former employees of state agencies who have filed a
46whistle-blower complaint pursuant to s. 112.31895, and immediate
47family members of current or former employees of state agencies
48who have filed a whistle-blower complaint pursuant to s.
49112.31895.
50     (g)(e)  To submit in a timely fashion final reports on
51investigations conducted by the inspector general to the agency
52head, except for whistle-blower's investigations, which shall be
53conducted and reported pursuant to s. 112.3189.

62to specified investigations; providing that the Chief

65and request information or assistance from a state agency
66or any federal, state, or local governmental entity;
67providing that the Chief Inspector General may compel the
68production by subpoena of specified information,
69documents, and other data necessary in the performance of
70assigned functions; providing for the enforcement of
71specified subpoenas; providing that procedures other than
72subpoenas shall be used by the Chief Inspector General to
