1 A bill to be entitled
2 An act relating to license plates; amending ss.
3 320.08056, 320.08058, F.S.; creating an
4 Aquaculture license plate; providing for the
5 distribution of annual use fees received from
6 the sale of such plates; providing an effective
7 date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (ss) is added to subsection (4)
12 of section 320.08056, Florida Statutes, to read:
13 320.08056 Specialty license plates.--
14 (4) The following license plate annual use fees shall
15 be collected for the appropriate specialty license plates:
16 (ss) Aquaculture license plate, $25, except for
17 commercial vehicle fleets of more than 10 vehicles, the fee
18 shall be $10 per plate.
19 Section 2. Subsection (45) is added to section
20 320.08058, Florida Statutes, to read:
21 320.08058 Specialty license plates.--
22 (45) AQUACULTURE LICENSE PLATES.--
23 (a) The department shall develop an Aquaculture
24 license plate as provided in this section. The word "Florida"
25 must appear at the top of the plate, and the word
26 "Aquaculture" must appear at the bottom of the plate.
27 (b) The annual use fees shall be distributed to the
28 Harbor Branch Oceanographic Institution, Inc., to fund
29 aquaculture research and education programs. Up to 15 percent
30 of the funds received by the institution may be used for
31 administrative costs directly associated with the Harbor

1 Branch Oceanographic Institution's aquaculture programs and
2 this specialty license plate funding. Up to 10 percent of the
3 funds may be used for continuing promotion and marketing of
4 the license plate. Ten percent of the funds shall be
5 distributed to the Guy Harvey Research Institute at Nova
6 Southeastern University and used specifically to conduct
7 outreach and educational programs regarding aquaculture in
8 this state. The remainder of the funds shall be used by the
9 Harbor Branch Oceanographic Institution to conduct scientific
10 research on environmentally responsible and sustainable
11 methods to farm freshwater and saltwater fish, shellfish, and
12 crustaceans for food; biomedical species for pharmaceutical
13 and nutriceutical compounds; and marine ornamentals for the
14 aquarium trade and to expand the institution's educational
15 programs, including secondary school field experiences,
16 college degree programs, and intensive courses to increase
17 aquaculture's contribution to this state's economy.
18 Section 3. This act shall take effect July 1, 2004.

22 Creates an Aquaculture license plate and provides for the

Research Institute to be used for research and the
