13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Effective January 3, 2005, section 26.031,
16 Florida Statutes, is amended to read:
17 26.031 Judicial circuits; number of judges.--The
18 number of circuit judges in each circuit shall be as follows:

22 Section 3. The circuit and county court judges filling
23 new offices created by this act shall be elected in 2004
24 according to the procedure prescribed in chapter 105, Florida
25 Statutes, and shall take office on January 3, 2005.
26 Section 4. Effective January 1, 2005, section 35.06,
27 Florida Statutes, is amended to read:
28 35.06 Organization of district courts of appeal.--A
29 district court of appeal shall be organized in each of the
30 five appellate districts to be named District Court of Appeal,

1 .... District. The number of judges of each district court of
2 appeal shall be as follows:
3 (1) In the first district there shall be 15 judges.
4 (2) In the second district there shall be 16 14
5 judges.
6 (3) In the third district there shall be 11 judges.
7 (4) In the fourth district there shall be 13 12
8 judges.
9 (5) In the fifth district there shall be 11 10 judges.
10 Section 5. The judges filling new district courts of
11 appeal offices created by this act shall be appointed by the
12 Governor and shall take office for a term beginning on January
13 1, 2005. This section shall take effect July 1, 2004.
14 Section 6. Except as otherwise expressly provided in
15 this act, this act shall take effect upon becoming a law.

courts, circuit courts, and district courts of appeal and
