8standards; providing for public notice; providing an
9effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  Section 1013.352, Florida Statutes, is created
14to read:
15     1013.352  School district exemption from educational
16facilities construction and funding standards.--Notwithstanding
17any other provision of law, a school district may exempt itself
18from Department of Education educational facilities construction
19and funding standards and adopt alternative standards upon
20approval by a majority of the electors of the school district
21voting in a referendum. The proposed alternative construction
22and funding standards for the school district shall be based on
23a 20-year projection plan recommended by an educational
24facilities task force that is convened by the school district
25and consists of local elected municipal officials and the county
26commissioners. The proposed alternative construction and funding
27standards shall be published in one newspaper of general
28circulation in the school district at least 30 days prior to the
29referendum. Exemption from educational facilities construction
30and funding standards shall not include exemption from any
31educational facilities environmental or safety standards.
32     Section 2.  This act shall take effect July 1, 2004.
