2An act relating to polling place procedures; amending s.
3102.014, F.S.; including criteria for providing expedited
4voting access to disabled individuals in the uniform
5polling place procedures manual; providing an effective
6date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Subsection (5) of section 102.014, Florida
11Statutes, is amended to read:
12     102.014  Poll worker recruitment and training.--
13     (5)  The Department of State shall create a uniform polling
14place procedures manual and adopt the manual by rule. Each
15supervisor of elections shall ensure that the manual is
16available in hard copy or electronic form in every precinct in
17the supervisor's jurisdiction on election day. The manual shall
18guide inspectors, clerks, and deputy sheriffs in the proper
19implementation of election procedures and laws. The manual shall
20be indexed by subject, and written in plain, clear, unambiguous
21language. The manual shall provide specific examples of common
22problems encountered at the polls on election day, and detail
23specific procedures for resolving those problems. The manual
24shall include, without limitation:
25     (a)  Regulations governing solicitation by individuals and
26groups at the polling place;
27     (b)  Procedures to be followed with respect to voters whose
28names are not on the precinct register;
29     (c)  Proper operation of the voting system;
30     (d)  Ballot handling procedures;
31     (e)  Procedures governing spoiled ballots;
32     (f)  Procedures to be followed after the polls close;
33     (g)  Rights of voters at the polls;
34     (h)  Procedures for handling emergency situations;
35     (i)  Procedures for dealing with irate voters;
36     (j)  The handling and processing of provisional ballots;
37and
38     (k)  Security procedures.
39     (l)  Criteria for providing expedited voting access to
40disabled individuals.

42The Department of State shall revise the manual as necessary to
43address new procedures in law or problems encountered by voters
44and poll workers at the precincts.
45     Section 2.  This act shall take effect upon becoming a law.
