1 A bill to be entitled
2 An act relating to health care providers;
3 defining the term "health care practitioner";
4 providing for waiver of biennial license
5 renewal fees and fulfillment of a portion of
6 continuing education hours for specified health
7 care practitioners who provide services,
8 without compensation, to low-income recipients
9 as an agent of a governmental contractor;
10 providing an effective date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. (1) As used in this section, the term
15 "health care practitioner" means a physician licensed under
16 chapter 458, Florida Statutes; an osteopathic physician
17 licensed under chapter 459, Florida Statutes; a chiropractic
18 physician licensed under chapter 460, Florida Statutes; an
19 advanced registered nurse practitioner, registered nurse, or
20 licensed practical nurse licensed under part I of chapter 464,
21 Florida Statutes; a dentist or dental hygienist licensed under
22 chapter 466, Florida Statutes; or a midwife licensed under
23 chapter 467, Florida Statutes, who participates as a health
24 care provider under section 766.1115, Florida Statutes.
25 (2) Notwithstanding chapter 458, chapter 459, chapter
26 460, chapter 461, part I of chapter 464, chapter 466, or
27 chapter 467, Florida Statutes, to the contrary, any health
28 care practitioner who participates as a health care provider
29 under section 766.1115, Florida Statutes, and thereby agrees
30 with a governmental contractor to provide his or her services
31 without compensation and as an agent of the governmental

1 contractor to low-income recipients in accordance with section
2 766.1115, Florida Statutes, for at least 80 hours a year for
3 each year during the biennial licensure period, or, if the
4 health care practitioner is retired, for at least 400 hours a
5 year for each year during the licensure period, upon providing
6 sufficient proof from the applicable governmental contractor
7 that the health care practitioner has completed the hours at
8 the time of license renewal under procedures specified by the
9 Department of Health, shall be eligible for:
10 (a) Waiver of the biennial license renewal fee for an
11 active license; and
12 (b) Fulfillment of a maximum of 25 percent of the
13 continuing education hours required for license renewal under
14 section 456.013(9), Florida Statutes.
15 Section 2. This act shall take effect upon becoming a
16 law.

19 SENATE SUMMARY
20 Defines the term "health care practitioner." Provides for
waiver of biennial license renewal fees and fulfillment
21 of a portion of continuing education hours for specified
health care practitioners who provide services, without
22 compensation, to low-income recipients as an agent of a
