1 A bill to be entitled
2 An act relating to health care providers;
3 defining the term "health care practitioner";
4 providing for waiver of biennial license
5 renewal fees and fulfillment of a portion of
6 continuing education hours for specified health
7 care practitioners who provide services,
8 without compensation, to low-income recipients
9 as an agent of a governmental contractor;
10 providing an effective date.

12 Be It Enacted by the Legislature of the State of Florida:
13
14 Section 1. (1) As used in this section, the term
15 "health care practitioner" means a physician or physician
16 assistant licensed under chapter 458, Florida Statutes; an
17 osteopathic physician or physician assistant licensed under
18 chapter 459, Florida Statutes; a chiropractic physician
19 licensed under chapter 460, Florida Statutes; a podiatric
20 physician licensed under chapter 461, Florida Statutes; an
21 advanced registered nurse practitioner, registered nurse, or
22 licensed practical nurse licensed under part I of chapter 464,
23 Florida Statutes; a dentist or dental hygienist licensed under
24 chapter 466, Florida Statutes; or a midwife licensed under
25 chapter 467, Florida Statutes, who participates as a health
26 care provider under section 766.1115, Florida Statutes.
27 (2) Notwithstanding chapter 458, chapter 459, chapter
28 460, chapter 461, part I of chapter 464, chapter 466, or
29 chapter 467, Florida Statutes, to the contrary, any health
30 care practitioner who participates as a health care provider
31 under section 766.1115, Florida Statutes, and thereby agrees

1 with a governmental contractor to provide his or her services
2 without compensation and as an agent of the governmental
3 contractor to low-income recipients in accordance with section
4 766.1115, Florida Statutes, for at least 80 hours a year for
5 each year during the biennial licensure period, or, if the
6 health care practitioner is retired, for at least 400 hours a
7 year for each year during the licensure period, upon providing
8 sufficient proof from the applicable governmental contractor
9 that the health care practitioner has completed the hours at
10 the time of license renewal under procedures specified by the
11 Department of Health, shall be eligible for:
12 (a) Waiver of the biennial license renewal fee for an
13 active license; and
14 (b) Fulfillment of a maximum of 25 percent of the
15 continuing education hours required for license renewal under
16 section 456.013(9), Florida Statutes.
17 Section 2. This act shall take effect upon becoming a
18 law.

COMMITTEE SUBSTITUTE FOR
21 Senate Bill 1760

23 The bill modifies the definition of "health care practitioner"
to include physician assistants who perform medical services
24 under the supervision of an allopathic or osteopathic
physicians, and podiatric physicians. Podiatric physicians and
25 physician assistants are expressly included in the definition
of "health care provider" in s. 766.1115, F.S.
