2 A resolution recognizing and commending Charles
3 Edward Bell.

5 WHEREAS, Charles Edward Bell was born on October 26,
6 1928, in Sanford, North Carolina, earned his Bachelor of
7 Science in Business Administration in 1950 from Wake Forest
8 University, enlisted in the United States Army, graduated from
9 Officer Candidate School, commanded an intelligence cell in
10 the Korean War, and, following his honorable discharge, served
11 as a Captain in the Army Reserve for 5 years, and
12 WHEREAS, while employed by J.C. Penney Company in 1970,
13 Mr. Bell moved his family to Perrine, Florida, to open a J.C.
14 Penney store in the Dadeland Mall, and under his dynamic
15 leadership, the store became the leader in retail sales volume
16 among all J.C. Penney stores in the Southeastern Region of the
17 United States, and
18 WHEREAS, when Mr. Bell moved to Dade County, he resumed
19 his robust involvement in civic affairs, joining the Greater
20 South Dade County Chamber of Commerce, serving as chair of the
21 Chamber's Military Affairs Committee and as a member of the
22 Chamber's Board of Directors; joining the Perrine-Cutler Ridge
23 Rotary Club and serving as the Club's President; and serving
24 as a member of the Board of Directors of the U.S.O., as a
25 member of the Board of Directors for Community Health of South
26 Dade, Inc., and as chair of the Council of Ministries of
27 Cutler Ridge United Methodist Church, and
28 WHEREAS, Mr. Bell served as chair of the Advisory Board
29 of the Senior Employment Council, chair of the Rotary Youth
30 Exchange Outbound Committee, and as chair of Rotary District
31 6990 Disaster Relief Committee, where he oversaw distribution

1 of over $1 million donated by Rotary Clubs worldwide to aid in
2 providing relief to local residents who suffered catastrophic
3 losses from the devastation caused by Hurricane Andrew, and
4 was also a founding member of the Perrine-Cutler Ridge
5 Council, served as a member of the Council's Board of
6 Directors from 1998 to 2003, and at the time of his recent
7 passing, was the Council's Director Emeritus, NOW, THEREFORE,
8
9 Be It Resolved by the Senate of the State of Florida:
10
11 That the Florida Senate posthumously recognizes and
12 commends Charles Bell for his exemplary life, as a husband and
13 father, as a distinguished Army officer, as a successful
14 businessman, and as a dynamic civic leader who selflessly
15 rendered invaluable community service to those who reside in
16 Perrine, Cutler Ridge, and Dade County, Florida.
