6     Section 1.  Paragraph (i) of subsection (3) of section
7119.07, Florida Statutes, is amended to read:
8     119.07  Inspection, examination, and duplication of
9records; exemptions.--
10     (3)
11     (i)1.  The home addresses, telephone numbers, social
12security numbers, and photographs of active or former law
13enforcement personnel, including correctional and correctional
14probation officers, personnel of the Department of Children and
15Family Services whose duties include the investigation of abuse,
16neglect, exploitation, fraud, theft, or other criminal
17activities, personnel of the Department of Health whose duties
18are to support the investigation of child abuse or neglect, and
19personnel of the Department of Revenue or local governments
20whose responsibilities include revenue collection and
21enforcement or child support enforcement; the home addresses,
22telephone numbers, social security numbers, photographs, and
23places of employment of the spouses and children of such
24personnel; and the names and locations of schools and day care
25facilities attended by the children of such personnel are exempt
26from the provisions of subsection (1). The home addresses,
27telephone numbers, and photographs of firefighters certified in
28compliance with s. 633.35; the home addresses, telephone
29numbers, photographs, and places of employment of the spouses
30and children of such firefighters; and the names and locations
31of schools and day care facilities attended by the children of
32such firefighters are exempt from subsection (1). The home
33addresses and telephone numbers of justices of the Supreme
34Court, district court of appeal judges, circuit court judges,
35and county court judges; the home addresses, telephone numbers,
36and places of employment of the spouses and children of justices
37and judges; and the names and locations of schools and day care
38facilities attended by the children of justices and judges are
39exempt from the provisions of subsection (1). The home
40addresses, telephone numbers, social security numbers, and
41photographs of current or former state attorneys, assistant
42state attorneys, statewide prosecutors, or assistant statewide
43prosecutors; the home addresses, telephone numbers, social
44security numbers, photographs, and places of employment of the
45spouses and children of current or former state attorneys,
46assistant state attorneys, statewide prosecutors, or assistant
47statewide prosecutors; and the names and locations of schools
48and day care facilities attended by the children of current or
49former state attorneys, assistant state attorneys, statewide
50prosecutors, or assistant statewide prosecutors are exempt from
51subsection (1) and s. 24(a), Art. I of the State Constitution.
52     2.  The home addresses, telephone numbers, social security
53numbers, and photographs of current or former human resource,
54labor relations, or employee relations directors, assistant
55directors, managers, or assistant managers of any local
56government agency or water management district whose duties
57include hiring and firing employees, labor contract negotiation,
58administration, or other personnel-related duties; the names,
59home addresses, telephone numbers, social security numbers,
60photographs, and places of employment of the spouses and
61children of such personnel; and the names and locations of
62schools and day care facilities attended by the children of such
63personnel are exempt from subsection (1) and s. 24(a), Art. I of
64the State Constitution. This subparagraph is subject to the Open
65Government Sunset Review Act of 1995 in accordance with s.
66119.15, and shall stand repealed on October 2, 2006, unless
67reviewed and saved from repeal through reenactment by the
68Legislature.
69     3.  The home addresses, telephone numbers, social security
70numbers, and photographs of current or former code enforcement
71officers; the names, home addresses, telephone numbers, social
72security numbers, photographs, and places of employment of the
73spouses and children of such persons; and the names and
74locations of schools and day care facilities attended by the
75children of such persons are exempt from subsection (1) and s.
7624(a), Art. I of the State Constitution. This subparagraph is
77subject to the Open Government Sunset Review Act of 1995 in
78accordance with s. 119.15, and shall stand repealed on October
792, 2006, unless reviewed and saved from repeal through
80reenactment by the Legislature.
81     4.a.  The home addresses, telephone numbers, social
82security numbers, and photographs of active or former emergency
83medical technicians or paramedics certified in compliance with
84chapter 401; the home addresses, telephone numbers, social
85security numbers, photographs, and places of employment of the
86spouses and children of such emergency medical technicians and
87paramedics; and the names and locations of schools and day care
88facilities attended by children of such emergency medical
89technicians and paramedics are exempt from subsection (1) and s.
9024(a), Art. I of the State Constitution upon written request by
91the emergency medical technician or paramedic, which must
92include official verification that the emergency medical
93technician or paramedic has received a work-related threat to
94his or her life, health, or safety or to the life, health, or
95safety of a member of his or her family.
96     b.  This subparagraph is subject to the Open Government
97Sunset Review Act of 1995 in accordance with s. 119.15 and shall
98stand repealed on October 2, 2009, unless reviewed and saved
99from repeal through reenactment by the Legislature.
100     5.4.  An agency that is the custodian of the personal
101information specified in subparagraph 1., subparagraph 2., or
102subparagraph 3., or subparagraph 4. and that is not the employer
103of the officer, employee, justice, judge, or other person
104specified in subparagraph 1., subparagraph 2., or subparagraph
1053., or subparagraph 4. shall maintain the confidentiality of the
106personal information only if the officer, employee, justice,
107judge, other person, or employing agency of the designated
108employee submits a written request for confidentiality to the
109custodial agency.
110     Section 2.  The Legislature finds that it is a public
111necessity that the home addresses, telephone numbers, social
112security numbers, and photographs of active or former emergency
113medical technicians or paramedics certified in compliance with
114chapter 401, Florida Statutes, the home addresses, telephone
115numbers, social security numbers, photographs, and places of
116employment of the spouses and the children of such emergency
117medical technicians and paramedics, and the names and locations
118of schools and day care facilities attended by children of such
119emergency medical technicians and paramedics be held exempt from
120public disclosure upon written request by the emergency medical
121technician or paramedic, which must include official
122verification that the emergency medical technician or paramedic
123has received a work-related threat to his or her life, health,
124or safety or to the life, health, or safety of a member of his
125or her family.  Emergency medical technicians and paramedics
126provide a valuable service to the community.  They interact with
127victims of illness or violence every day of their careers.
128Emergency medical technicians and paramedics must respond to all
129types of emergencies and are required to provide services to
130varying populations at varying locales.  The capacity in which
131they work with injured or ill victims does not always create
132good will.  A victim who experiences a negative outcome due to
133medical treatment could feel ill will towards an emergency
134medical technician or paramedic.  An ill or injured person might
135not agree with the course of treatment such person receives from
136an emergency medical technician or paramedic.  As such,
137emergency medical technicians or paramedics, or the spouses and
138children of such technicians or paramedics, could become
139potential targets for acts of revenge.  In addition, emergency
140medical technicians and paramedics are called as witnesses in
141court proceedings for crimes such as arson.  The testimony of a
142technician or paramedic could create a safety risk.  Therefore,
143if the information specified in this act continues to be
144available to the public, the safety and welfare of emergency
145medical technicians and paramedics, and their spouses and
146children, could be seriously jeopardized.  Accordingly, it is a
147public necessity that identifying and location information of
148such technicians and paramedics, and their spouses and children,
149be made exempt from public disclosure upon written request by
150the emergency medical technician or paramedic and official
151verification that the emergency medical technician or paramedic
152has received a work-related threat to his or her life, health,
153or safety or to the life, health, or safety of a member of his
154or her family.
155     Section 3.  This act shall take effect upon becoming a law.
