18         Section 2.  Section 1004.63, Florida Statutes, is
19  created to read:
20         1004.63  Florida Institute for Nuclear Detection and
21  Security (FINDS).--
22         (1)  There is created the Florida Institute for Nuclear
23  Detection and Security at the University of Florida to serve
24  as a design-basis center for research, development, testing,
25  and engineering projects that directly address and satisfy
26  critical nuclear detection and security needs facing the state
27  and the nation. The institute shall be established within the
28  Department of Nuclear Engineering and Radiological Sciences at
29  the university and shall consist of faculty, support staff,
30  and other staff funded by state, federal, and private funds
31  collected for the purposes of the institute. The institute

SENATE AMENDMENT Bill No. CS for SB 1820 Amendment No. ___ Barcode 291974 1 shall be headed by a director who shall be appointed by the 2 Dean of the University of Florida College of Engineering, 3 serving at the pleasure of the Dean, and who shall possess a 4 national reputation in the field of nuclear sciences. 5 (2) The institute shall solicit and receive state, 6 federal, and private funds for the purpose of conducting 7 research and development in the area of nuclear security 8 technology. The board shall ensure that the institute 9 maintains accurate records of any funds received by the 10 institute. 11 (3) Activities of the institute shall include, but not 12 be limited to, the design and testing of innovative 13 interrogation, detection, and assessment devices for 14 monitoring nuclear material. Application areas shall include, 15 but not be limited to: portal monitoring, wide area search and 16 cargo screening applications; structural monitoring for 17 post-tensioned bridges; biological and agricultural 18 monitoring; and the development of nonproliferation policies. 19 (4) The institute shall explore development of devices 20 for identification of isotopes and materials in structural, 21 agricultural, and biological systems of various types. 22 (5) Through research and instructional programs, the 23 faculty associated with the institute shall also contribute to 24 the education and training of high-quality scientists and 25 engineers in the application of engineering solutions in 26 homeland security, detection, imaging, and interrogation of 27 systems, and nonproliferation policy. 28 (6)(a) The activities of the institute shall be 29 directed by the Florida Institute of Nuclear Detection and 30 Security (FINDS) Board of Advisors, who shall serve without 31 compensation and shall consist of eight members. SENATE AMENDMENT Bill No. CS for SB 1820 Amendment No. ___ Barcode 291974 1 the board of advisors shall include, but are not limited to, a 2 citizen of the State of Florida with interest in the area of 3 public security; a faculty member from FINDS; a scientist of 4 national reputation in the field of nuclear sciences; a 5 representative of the nuclear energy industry in Florida; a 6 representative of the national nuclear energy industry; a 7 representative of the Federal government programs in nuclear 8 energy or homeland security; a member of the Florida Senate 9 Committee on Home Defense, Public Security, and Ports or other 10 Senate standing committee of similar jurisdiction; and a 11 member of the Florida House Coordinating Committee on Public 12 Security or other House of Representatives standing committee 13 of similar jurisdiction. 14 (b) Appointments for the initial terms shall be as 15 follows: 16 1. Two members shall be appointed by the chair of the 17 University of Florida Department of Nuclear Engineering and 18 Radiological Sciences and shall be appointed to a term of 3 19 years; 20 2. Two members shall be appointed by the Dean of the 21 University of Florida College of Engineering and shall be 22 appointed to a term of 2 years; 23 3. Two members shall be appointed by the President of 24 the University of Florida and shall be appointed to a term of 25 3 years; and 26 4. Two members shall be appointed by the Governor and 27 shall be appointed to a term of 4 years. 28 (c) Members may serve one additional 4-year term. 29 (d) Board members shall serve without additional 30 compensation or honorarium and are authorized to receive only 31 per diem and reimbursement for travel expenses as provided in 3 1:19 PM 04/28/04 s1820c1c-15j07

The director of FINDS 4 will be an ex officio member of the board of advisors. 5 (7) At the FINDS Board of Advisors first meeting, the 6 chair of the Department of Nuclear Engineering at the 7 University of Florida will act as chair for the purpose of 8 convening the meeting, establishing the by-laws of the board, 9 and electing the chair of the board. 10 (8) FINDS, through its board of advisors, shall submit 11 an annual report on its progress, with recommendations on 12 nuclear security and detection, to the Governor, the President 13 of the Senate, and the Speaker of the House of 14 Representatives. A copy of the report shall also be delivered 15 to the United States National Nuclear Security Administration 16 and the United States Department of Homeland Security. The 17 report must also include financial statements that include an 18 accounting of all state, federal, and private funds that are 19 received by the institute, as well as an accounting of the 20 expenditures of the institute.
