| 4 | Between lines 828 and 829, insert: |
| 5 | Section 15. By June 1, 2004, each insurer issuing policies |
| 6 | of medical malpractice in this state shall reduce the rates for |
| 7 | policies issued to hospitals by at least 25 percent of the rate |
| 8 | in effect for hospitals on March 24, 2004, and for policies |
| 9 | issued to persons licensed under chapter 458, Florida Statutes, |
| 10 | or chapter 459, Florida Statutes, by at least 30 percent of the |
| 11 | rate in effect for such persons on March 24, 2004, unless such |
| 12 | reduction would result in rates that are inadequate for the |
| 13 | insurer to cover projected claims. Further, prior to the |
| 14 | reduction required by this section, the rates of all such |
| 15 | policies may not be increased to any rate higher than the rate |
| 16 | in effect on March 24, 2004. |
